1. Name of Union and Territory--

(1) India, that is, India will be a union of states.

(2) States and their territories shall be those which are specified in the first schedule.

(3) In the territory of India,

2. Admission or establishment of new states--

Parliament, by law, can enter or enter new states in the Union on such terms and conditions as it thinks fit.
