1. GAWASCO’s Background
Garissa Water and Sewerage Company (GAWASCO) was formed in September 2006 under Company’s Act and contracted by Northern Water Services Board (NWSB) to provide water and sewerage services in Garissa Municipality. The old and new supply system abstracts water from Tana River. The supply system covers an estimated area of 63 km2. GAWASCO has three supply systems which have a total production capacity of 26,900 m3 per day. The old water supply has capacity of 1,500m3per day. The current demand for water in Garissa town stands at 8,000m3 per day and this is projected to increase to 25,254m3 per day by the year 2020. It is worth noting that the company has the capacity to meet the demand for water in Garissa for the next 22 years.
Garissa is home to famous Dadaab refugee camp which host refugees from neighboring countries of Somali, Ethiopia and Sudan. Continuous conflict in neighboring countries has led to heavy influx of foreigners in Garissa town leading to increased population that has raised demand for water forcing the company to increase operating hours. The company collects Kshs 7 million as monthly revenue collection despite huge customer base of more than 8,000 connections and bigger consumers in the town.
The company started with 40 staff and currently has 86 staff with 10 staff seconded from Ministry of water and irrigation while 76 were recruited from outside market.
In order to perform its core business and achieve set objectives, GAWASCO established the following departments: Administration and Human Resource, Financial and commercial and technical. Services provided by GAWASCO include but are not limited to water and sewerage services, new connections for water and sewerage lines, billing/dispatch, burst repair, curbing illegal connections, disconnections and reconnections of water meter, customer care, awareness creation on water sector reforms and corporate social responsibility. GAWASCO’s customers include urban households, business premises, schools, health centers, government institutions, big hotels, banks and many others. The company has a growing network of collaborators including government departments, Northern Water Service Board, Arid Lands Resource Management Project, local community and SNV.
2. Water and sewerage services
GAWASCO has an estimated 8,000 water connections, which serves population of 150,000. At optimal production levels, there is no rationing but with breakdown of gen-set and frequent rationing of power the company has to supply water on rationing scheme. Only 351 household are connected to pipe borne sewerage facilities. However, NWSB has embarked on expansion of sewerage facilities in the municipalities.
