For the best performance not your Android Device process and then send the data to the server. Your device sends only the raw data of your touches to the PC. The PC application process that data according to your settings.

The PC application contains another one. If you really want to go for the best experimence you will use that. This application provide an USB communication between your PC and Android device. Because this is not an OTG cable solution... You don't need to buy anything.

But you have to ROOT your device to use. Otherwise it wont work properly!

If you are satisfied with the Wifi solution you don't have to do that.
