Nova-

1.Go to Nova Launcher Settings

2.Go to "Look and Feel"

3. Press Icon Theme

4. Choose "Ripple Effect"

Apex-

1.Open app drawer

2.Hit the menu, go to settings

3.Go to Theme Settings

4.Select Ripple Effect

5. Make sure icon pack is checked, and press Apply

6. Profit :)
